A clear, opal or tinted variant can transmit light and at the same time limit direct views, therefore it can be considered as a light translucent filling. However, the supplier must confirm the suitability for the specific railing system and the required load.
The key is the UV protective layer and its correct orientation. The material has a significant thermal expansion, so it needs adequate clearances and fixing. With a hollow plate, the chambers must be properly closed and vented according to the system in order to limit contamination by dirt and moisture. The surface tends to be more sensitive to scratches than glass; cleaning includes soft tools and a suitable non-abrasive agent.
Polycarbonate should not be chosen just because it is light or interesting in terms of price.
